If your vehicle is parked on a public road (maintained by a governmental entity) the HOA for the development that you reside in cannot legally prevent you from placing a car cover over your vehicle as parked. The caveat is that the municipality that is in charge of maintaining the road possibly could prevent you from doing so assuming there is an ordinance in effect preventing such.
