Can police mail a dui ticket?

I was pulled over for speeding. Office gave FSTs and then asked for breathalizer. After noting that his meter was low and that I was close to legal limit. Advised I walk or get a ride home. He said something about mailing a ticket. Is that possible since I wasn’t arrested?

Police generally arrest right on the spot for DUIs so they can run blood tests to more clearly establish you were over the limit. However, they could can mail a ticket, perhaps for something other than DUI if you're lucky.
