Can my neurologist call my psychiatrist and discuss me without my permission?

I have a great treatment plan with my psychiatrist and my neurologist doesn’t like it and I don’t want her influencing my psychiatrist with her personal opinions.

Yes, one of your physicians can call another one of your physicians to pass on relevant information, coordinate treatment, get necessary information, etc.--it is not only legal, it is proper and responsible to do this. You, of course, have the right to change physcians, like dropping the neurologist, if you don't like how they handle your situation.
