Can my landlord turn my water off 2 to3 times a month for 6 to 8 hour with little to no notice?

He has been doing this for the 3 years I have lived in the building.

Obviously your landlord is able to turn off the water in the building you are renting a unit from several times a month with little or no notice. The issue is whether he is legally allowed to do so.

Is there some reasonable purpose for the shut off of the water such as repairs or maintenance? Or, is the landlord shutting off the water for some purpose to harrass the tenants?

If the reason why water is shut off is for a proper purpose there is nothing improper in doing so. The landlord does give some notice from your question.

I suggest that you ask the landlord to have the water shut off if it is for some proper purpose at times that would not be inconvenient for you and other tenants.
