Can my homeowner’s association pass a rule requiring me to professionally clean my dryer vent?
It is a single family, unattached home. I am a licensed HVAC tech as well and can clean it myself. They are stating that they will require evidence that it has been done or I would face fines from them.

The answer is, if the documents creating the HOA and pursuant to which you purchased your home give them this power, then can do it. It doesn't matter what your personal qualifications are all it matters is the extent of their authority. Look to the governing documents to see what they can and cannot do.
