Can my health insurer terminate my policy for non-payment, if I have appealed the termination and provided conclusive proof that the payment was mailed on time?

The proof is from my bank.

More information is needed here because if you provided proof of payment then obviously they can not terminate.  Are you sure that that is the only reason for the termination?  I would double check.  And I would contact your state department of Insurance and file a claim as to the matter.  Good luck.
