1) Can the former boss physically come onto your new workplace? Yes, if they allow him to do so, and he could talk to your new boss if your new boss agrees to talk to him--he doesn't have an automatic right to do this, but like anyone else, can ask to come and talk to someone, and it's up to that person to agree to do so or not.
2) Can the former boss make untrue statemenat that damage your reputation? Yes...but he may be liable for defamation. Defamation is the public (even to 1 other person) making of untrue factual statements (so true facts are not defamation; nor are opinions, such
