Can my ex wife make me legally refinance my car?

My ex wife wants me to get personal
loan to pay off the car so it’s off our
credit reports so she can get her own
place. The car will be paid off Sept
2019. Can she legally do that?

If there is a court order, such as in your divorce decree, requiring this, or if you agreed to it, such as in a voluntary divorce settlement, she can enforce the order or settlement and require you to refinance. But if there is order or agreement that you must do this, you don't have to--she can *ask* you to do, since anyone may ask anyone else to do essentially anything, but you would be under no obligation to comply.
