Can my employer withhold my physical from me if they paid for it?

I want a copy of my physical for a new job and my
employer is telling me they cannot give it to me
because they paid for it so therefore it is their
property. Is this true?

As a general rule, you have the right to have copies of any electronic or other health records about yourself. An employer has the right to charge you for making copies if they want, however they can't keep it from you. This is in part due to the fact that you have the right to correct inaccuracies. As your specific rights may vary from state-to-stae, you should consult directly with an employment law attoreny in your area.
