Can my employer suspend me for investigation and not tell why I am being investigated

I was approached today by my manager and was told there was 2 complaints and I was suspended pending investigation. I was never told what I was being accused of. Is this legal? I am also not being paid, this causes a financialhardship.

Yes they can, unless not informing you regarding the details of the investigation violates the terms of an employment contract or union agreement. The fact is that, absent some form of legally actionble discrimination, a business can set the conditions of employment much as it sees fit. This includes suspending a worker for any reason or no reason at all, with or without notice.
