Can my employer distribute my personal cell phone number to other employees and administrators without my prior knowledge or consent?

My employer put together a list which includes our personal cell phone numbers. We are union health care employees and are not “on call” outside of our 8 hour days. We were never told this list was being put together or being distributed throughout the facility which has over 1500 employees. Besides my immediate supervisor, I am not okay with various individuals having access to my personal cell number. Are they allowed to do this?

Yes, your employer is allowed to do this:

1) There is no legitimate privacy expectation in phone numbers: anyone who knows your number may give it out.

2) Employers may make it a requirement or condition of employment that phone numbers be distributed.
