wait to clock till 8pm till the next boss come in

Yes, he can make you wait, but he can't require you to wait there (at the workplace). Your employer is free to say that you can't start work (or be paid) yet, but if he does so, you are free to leave until it is time to clock in--get a coffee, go shopping, take a walk, even go home and come back, if you have time. If you are required to stay at the workplace and are restricted from going where you want, doing what you want, etc., then it is work time, and you must be paid for it.
