i was accused of passing a buss with lights on. they have video but will not allow me to view. is that legal. how do i build me defense ?

What court are you in? I am sure that there are procedural rules that will allow you to view the video but you are likely going to have to serve a discovery demand for same and adhere to the time requirements. Go to the court and see if there is a "pro se" clerk or someone to help. Good luck.
