How canI sue a Canadian citizen for harassment?

I have been getting viruses and harassing emails, phone calls, etc. from a Canadian citizen who was involved with my husband. How do I make this stop, since I did nothing to provoke this?

If this Canadian citizen has made contact with you in the county and state where you reside, your local court house would then have jurisdiction over this Canadian citizen for the possible petition for a restraining order against him or her.
