Can I setup a sewing business working from home if I live in an apartment?

As a general rule, home businesses are not prohibited but that could depend on the type of the business.  It can also depend on your lease if you are in a rental.  Your lease itself may prohibit a business from home.  That, however, may be because your landlord does not want you say running a day care business out of his building or home.  So what I would do is to read your lease and then go and see your landlord and get written permission to start the sewing business. Remember that he or she may not want people parading in and out of his building all day and evening (he has maybe other tenants to worry about and their safety and his property to worry about) so you may want to come up wit  a proposal ahead of time that he or she will be okay with.  Good luck.
