Yes, you can be cited at the address you own: it is legal to send a housing/building/health/etc. citation to the affected property. You can provide the town's housing/building/etc. department with a contact address for you, so they can send the notices directly to you in the future, but should also arrange for mail forwarding or some one to periodically check for mail to you, to make sure you get notices if they are sent to the rental house.
