Can I legally sell or remove belongings that have been left in my home?
My sister-in-law lived with my wife and I for a while. She moved out three months ago and refuses to come get her things. We did not have her sign a lease or rental agreement to use the room.

Since you are aware that the items left in your home belong to your sister in law, you cannot legally dispose of her belongings without giving her notice to retrieve them. I would write her a note stating that she has thirty days to retrieve her belongings and if not, you will dispose of them as you see fit. Keep a copy of the note for future use and need.
If the due date comes and goes with no pick up, dispose of the belongings left behind as you desire.
