You have not given much information here and so much more needs to be asked of your situation to properly asses the matter.  Generally speaking the way that it usually goes with siblings is that you as an adult  - which I am assuming that you are - who has a good stable home and a way to support yourself and your sibling, can apply to become her guardian, which can be much easier to do.  What happened to your parents?  hat is there place in all of this?  Their relationship with your sister and with you?  I would strongly suggest that you seek help from an attorney in your area on this matter, especially if you feel that your sister is not in a healthy environment and you would be a better alternative.  Try legal aid and local bar associations for pro bono - free - clinics.  Good luck.
