If it is not specified in the lease, how long does one have to stay there before they are considered a tenant?

If your written lease does not have any prohibition as to additional people moving in with you as to the unit you are occupying, then you should be allowed contractually to have your girlfriend reside with you unless there is some zoning restriction by your municipality limiting the number of people in the rental as day to day occupants.
To be on the safe side, I would carefully read your presumed written lease agreement as to any restrictions on the number of occupants in that the written lease would control on the subject.
