Can I get any money from a driver who hit my car if I don’t have full coverage?

I was stopped for traffic and someone rear-ended me. I do hot have full coverage. Can I get anything from his insurance? What if there was a cell phone and texting involved?

From your description of the incident, it would appear the other driver is clearly at fault.  His or her insurance carrier should cover the costs of the repair to your vehicle and any other expenses you have as a result of this accident.  If the driver who hit you was on the cell phone or texting, this would help you in showing their inattention which lead to the accident.  Many states have laws against cell phone use and texting while driving.
