Bought home 3 months ago, but builder has not completed the repairs promised.

If the builder has not completed the construction when he contractually (in your agreement) agreed to finish them, you could sue him for "breach of contract." In the lawsuit, you could seek either or both of 1) a court order that he complete the work by a certain date; and/or 2) monetary compensation for any costs, losses, etc. you have suffered due to noncompletion. Suing for a court order can be procedurally complex; you are advised to retain an attorney to help you.
