I was pull over in a traffic stop for a
light being out and I had a sack of

go with a ticket for the light and no

Yes, you can be charged after the fact: there is no law requiring that an officer charge you immediately or on the spot. You may be charged weeks or even months after the stop or when the infraction occured or the police found evidence.
