CanI adopt my 18 year granddaughter?
I am a veteran and would like to adopt her for education opportunity. The VA will give her free tuition for college if she is my daughter.

You would need to consult with an attorney in your state if state laws allow such a close relative adoption. And you need to discuss with the attorney the ramifications of the adoption, such as inheritance rights through her natural parents (which would be elminated), etc. Many states do allow it but only under certain circumstances.
