No one is not authorized to work in the US while in the US on a visitor's visa.  In order to have valid work authorization one must have a visa or be sp onsored for a visa that allows for employment.  For this one typically needs to first have a job offer from a US employer and then that employer petitions the USCIS for a work visa on behalf of the employee.  Only once that is approved can one start working.
