If you are to be paid for 8 hours for a
holiday but your employer has you
work for 4 hours that day they pay you
for 4 hours at time and a half and then
take 4 hours of the 8 for holiday pay

Yes, that is perfectly legal. There is no right to holiday pay in the law: it is voluntary on the part of employers to provide it. It being voluntary, employers can set any rules they like on it, including that you do not get holiday pay in addition to pay for actually working.
