It depends on the agreement between the independent contractor and the company. As the term "contractor" implies, the working relationship between the contractor and the client is governed by contract, or agreement. It can be a formal written agreement, or it can be an oral one, but in any event, there are terms and conditions agreed to between the contractor and company; if those terms allow for the company to require 40 or more calls, they can do so.
Note that in the absence of a written contract with a set length or duration, either the contractor or company could almost certainly end the relationship at any time. That means that if the company wants you to do more work and you refuse, for example, they could stop employing you.
