Can an employer deny time off?

My employer is stating they cannot approve any time
off requests from me even though I have the hours. I
was in a motor vehicle accident which caused me to
be out and work and to attend therapy several days
but it was unpaid so shes saying Ive missed too
many days and they can not approve any time off
anymore

Yes, employers do have discretion to deny employees time off--even PTO which they earned--for legitimate work or business reasons; they can require the employees to take the time later, when better for the employer. If you recently have been out for a number of days for any reason, they can refuse to let you now go out yet more time, even with PTO you earned, if having you take more time right now would be disruptive to them. They can require you to wait to take more time off.
