Your employer can do just about anything it wants regarding the implementing of the terms and conditions of employment if you are in an "at will" work relationship (and most work relationships are). So basically, unless this mandate is the result of actionable discrimination, violates existing company policy, or is prohibited by virtue of an employment contract or union agreement, your employer has broken no laws. A requirement such as this is perfectly permissible.
