Yes, a lease can require this. While normally, a tenant is only responsible for cleaning carpets if there are stains which go beyond normal wear and tear (e.g. red wine, pet urine, ground-in grease), a tenant could legally agree to accept responsibility for carpet cleaning at the end of tenancy even if there is not such exceptional stains or dirt. Therefore, a lease could include a requirement for carpet cleaning, and if the tenant agrees to the lease (e.g. signs it), then he or she would be contractually obligated to the cleaning.
