No, she cannot.  Such a document would not be considered to have a valid signature - whether or not a loan officer witnessedthe wife sign the husband's signature.  The reason is that he was not a legitimate party to the transaction.  Yet, more importanty, the wife could be charged with forgery, fraud, and possibly other offenses.  I don't quite understand the whole situation - you did not provide much by way of details.  It might well be time to consult directly with an attorney as to all of this.
