Can a water company charge the same about for sewer as they do for water with no way of monitoring the amount used?

They charge for sewer that I’m not using. If my water bill is $30, they charge $30 for sewer . If my water is $20 , my sewer is $20 ,They have no way of knowing the amount I use and was told. That is how they do it because there is no way to monitor how much I use, with all my dogs and plants; I know I am not using their sewer as much as my water.

My experience is that one's water and sewer bill with a given water company is simply based upon the amount of water use a particular customer has on a given month.
