He wanted 2 people each day to volunteer to do overtime and if you didn’t volunteer you would be mandatory volunteer or take a point on your attendance.

Unless you are afforded protection under the terms of a union agreement or employment contract, this mandate is legal. The fact is that most work relationships are "at will", which means that a company can set the conditions of employment much as it sees fit (absent some form of legally actionable discrimination). In fact, you could be susended or even terminated for not working mandatory overtime.
