My wife’s friend passed away and I believe she left money to my wife and if she
has bank accounts in her own name must she declare this income?

So it is hard to understand the context here.  I am thinking your wife inherited money from a friend.  If she keeps it separate that money is not considered to be marital property for distribution in a divorce.  It that the context here?  It was a one time gift.  Not really "income" in the true sense of the word.
