The seller decided not to sell condo and contract was signed. Also, I paid for my home inspection and I am discouraged. What can I do?

Do you have an attorney for this transaction?  Well you need one.  On what basis is the seller backing out?  If there is a legal basis - i.e., if there is something in the contract that allows the seller to break it then they can.  But otherwise they are in breach and you can sue them for "specific performance" meaning that they would have to go through with the deal.  Get help.  Good luck.
