Property managers and landlords may change the rules, including adopting a no-pet rule--they are not obligated to forever have the same rules, or always allow the same behavior. If you have a written lease for a definite term (e.g. the traditional one-year lease), the landlord or its manager cannot change the rules on you in the middle of the lease term, unless there is some authority or provision in the lease itself allowing them to do this; however, they may change the rules when a written lease is being renewed or, with an oral lease, on one month's notice.
