Can a marriage be annulled without the other party’s consent?

I was induced to enter into marriage due to duress
by an ex that refuses to leave me alone in
Philadelphia, PA. Am I able to get this annulled
without her consent?

"Duress by an ex that refuses to leave me alone" is not grounds for an annulment. She may have put emotional pressure on you, but emotional pressure is not a reason for annulment. Annulment is granted when the marriage is inherently invalid--one party is too young to marry; one party is currently married to another (bigamy); one party is mentally incompetent at the time of marriage, either generally (e.g. mental illness) or temporarily (e.g. badly intoxicated); etc. But a marriage being a bad decision, like consenting to marry someone who is emotionally manipulating you or is stalking you, is not a reason for annulment. It is grounds for divorce, of course, and you may divorce her.
