Does the rental agreement (agreement under which the space for the home is rented) either include a dress code, or  at least state that the manager may put out certain rules or codes of conduct for residents and their guests? If  it does, then the manager can most likely enforce a dress code; but if there is no authority in the rental agreement or lease for this, then the manager should not be able to do so.
