My friend just received a rather large bill from his landlord for changing propane companies a month after he moved in. His lease only states that he will pay heat and hot water.

In order to answer your question, you need to carefully read the presumed written lease for the rental at issue. If the written lease states nothing about a charge to be assessed the tenant when the landlord changes propane companies, the tenant is not obligated for the charge.
Real simple. From what you have written, it does not seem that the landlord can contractually charge the tenant when he changes propane companies.
