What is the process to change the J1 to F1 or H1. does he need any letter from
the J1 employerI mean the management?

For the H-1B transfer it is possible if the J-1 does not have a 2 year home residency requirement and the H-1B quota is not filled or the job is not subject to the quota.  For the F-1 change of status, it should be fine regardless, although if there is a condition on the J-1, it would still need to be resolved before changing from F-1 to anything else in the future.
