Can a homeowner keep my money for a deposit ifI did not sign a lease?

I gave a home owner $550 on a deposit without signing a lease. I asked for the money back and he refused.

Did you enter in to a verbal contract to rent the apartment?  A verbal contract can indeed be a binding contract if the requirements under the law are met.  A written contract is not always necessary.  Why did you ask for the money back?  Was there something wrong with the house or was there something mis reporesented by the landlord?  You need to give more information here.  Good luck.
