Can a employer garnish my wages due to an non-employment related matter?
I work for a private day care and she is saying she is going to garnish my wages to pay my day care balance. Is this legal?

Unless you signed an agreement allowing your employer to make deductions from your paycheck for our daycare balance, taking money from your paycheck (other than for taxes and other such legal obligations) is against the law. The fact is that your wages have nothing to do with any money that you may or may not otherwise happen to owe your employer. The fact is that if you do owe them money, they will either have to work out a repayment arrangment with your or sue you for the money.
