Can a electric company hold me responsible for my ex-roommates bill?
It refuses to turn service on in my name unless I pay the bill. However my name is not on the bill nor is my SSN. My landlord does not use leases but he even called the company. It still will not let me have service in my name.

The electric company is not stupid. That is why they want to see leases executed for the premises/apartments so that they can make sure that people who live in the same apartment are not just placing names on accounts and switching names on accounts to avoid paying bills, not that I am implying in any way that that is what is going on here. Sounds like your ex roomie just decided to leave you to foot the bill. But at this point in time you may be stuck if your landlord will not issue you a lease. You may have to pay it and then sue your ex roomine for his or her share. It sounds like a big hassle for you but it can be done. Good luck.
