Can a company tell me that I have effectively resigned?

I work for IBM and I got behind on my travel expenses. The credit card company has turned the card off and my manager has told be that the company’s view is that if I can’t travel anymore then I have effectively resigned. Is that legal?

No, they may not tell you that you have effectively resigned (or quit) unless you specifically do or say something which indicates you wish to end your employment--which, based on what  your write, you have not done. They may certainly fire you if you cannot or will not travel when required (or cannot or will not do anything required for your job)...but then, you at least should be eligible for unemployment compensation.
