The theft of any amount of money--or a product or service worth any amount--is a crime, so yes: a person could potentially face criminal prosecution over $2. Since the severity of the crime, and therefore of the potential punishment, is dependent on the value of the item, service, or money stolen, this would presumably be the lowest category or type of theft, with the least-severe consequences...but that does not mean that there could not be prosecution or some consequences.

In theory, the company could also sue to recover the $2, though doing so makes no economic sense at all. It could also fire an employee for taking or otherwise costing it $2, or bar a customer from returning to the premises.
