Actually it can. That is unless this action violates company policy in some way or violates the terms of an employment contract or union agreement. The fact is that most work relationships are "at will", which means that an employer get set the conditions of employment much as it sees fit (absent any of the above listed exceptions or legally actionable discrimination). This includes how travel expenses are paid by an employee.
