Can a collection agency charge you fees if you didn’t receive the notice?

I had no new forwarding address,and the apartments mailed me a notice to my evicted residence but they had my phone number and email to contact me.

More information is needed here.  It is hard to understand what is really going on.  Legal notice goes to the last known address, not a phone number or email address.  That would not be proper notice under the law.  I would strongly suggest that you negotiate the matter as soon as you can.  Good luck.
