In most states police officers can issue tickets in their jurisdictions, as well as those that border theirs. And in some states, a police officer is given the power to ticket people in any city or part of the state. That having been said, some states limit where a police officer can write a ticket. In those places, an officer can only give a ticket if the infraction occurred in their jurisdiction and they chased the violator into a neighboring one. So depending on where your state's laws, your ticket may well be valid. You can check with the court.
