Can a cease and desist letter stop me from sending invoices?

I am a small business owner. I provided a service in full to my client quote /
agreement / all communication in writing. They have decided not to pay. I’ve
sent a few invoices with late fees. They just emailed today telling me to stop
sending invoices and that they will be sending a cease and desist letter.

Does a letter like this mean I can no longer send them invoices? I know you can
send them to debt collectors, but we’re not a debt collector.

No, you are not obligated to follow or obey their cease and desist letter(s). A debtor has no power to make his creditor seek contacting him about money owed (as you correctly point out, the rules are different--and more restrictive--for debt collectors than for creditors themselves). Of course, if they are refusing to pay, why are you bothering contacting them again? Based on what you write, it is time to  sue for the money you are owed.
