Actually, business are not generally required to provide refunds--the "default" if there no policy of giving refunds is that sales are final. So they don't have to affirmatively deny refunds--it's more that unless they say that you get a refund, they don't have to provide one.
There are exceptions: if you received a defective product or the wrong product, they'd have to take it back and refund (or provide a correct, working product as a replacement). But you can't get a refund because, for example, you changed your mind unless the company had a policy in place letting you get refunds for any reason.
