Under the laws of all states in this country if a business is shut down due to environmental issues and cannot operate on a day to day basis, employees of the business shut down if they wish to be paid for not working can very well be requested by their employer to "cash in" their accrued personal time off (PTO) hours.

If not agreed to, then the employer is not required to pay the employee for not working.
